Evergreen 2026 Holiday Lighting – Vendor Selection & Community Update

Dear Evergreen Residents,

The holiday season will be here before we know it, and the Evergreen Board of Directors is excited to share an update regarding the community’s 2026 Holiday Lighting Program.

As part of the Board’s continued effort to obtain competitive pricing and carefully review Association expenditures, we solicited proposals from several professional holiday lighting companies for the front entrance, guard house, oak trees, monument, and interior flagpole area.

The proposals varied considerably in both design and scope, so they were not direct apples-to-apples comparisons. Pricing ranged from approximately $7,954 to $25,040, with different levels of tree lighting, spritzer decorations, monument lighting, guard house lighting, and interior flagpole/intersection-area lighting.

The following vendors submitted proposals for Evergreen’s 2026 holiday lighting:

After reviewing the proposals, pricing, proposed designs, service commitments, and overall scope of work, the Board selected Holiday Seasonal Lights for Evergreen’s 2026 Holiday Lighting Program.

Holiday Seasonal Lights submitted a standard project value of $8,810.00. The Board was able to negotiate a 10% discount, bringing Evergreen’s 2026 contract amount to $7,929.00.

Importantly, the Board was also able to negotiate a one-year trial agreement for 2026 rather than immediately committing the Association to a long-term contract. This gives the Board and membership an opportunity to evaluate the quality of the installation, overall presentation, maintenance, and service throughout the season. If the Board and Association membership are satisfied with the results, the Association can then consider entering into a three-year agreement with Holiday Seasonal Lights beginning with the 2027 holiday season.

Community Barcode Registration

All current and new residents, tenants, and Crane Watch Club (CWC) members must complete the required Community Registration Form before purchasing or receiving a community vehicle barcode.

Submitting a completed registration form ensures that resident and vehicle information is current and helps maintain the security and integrity of our gated community.

Please ensure all required information is provided to avoid delays in processing your registration and barcode request.

January 1. 2026 – 1st payment
April 1. 2026 – 2nd payment
July 1. 2026– 3rd payment
October 1, 2026 – 4th payment

Assessment Payment Reminder

Homeowners are encouraged to log in to their Coastal Property Management account through the Vantaca Owner Portal at www.portal.cpmfl.com to view their account and pay upcoming assessments.

Please remember that assessments are due in accordance with the Association’s governing documents. Any assessment that remains unpaid 30 days after the due date may be subject to applicable late fees, interest, and collection costs until the outstanding balance has been paid in full.

Architectural Review:

Any homeowner planning to make exterior modifications or improvements to their property must submit a completed Architectural Review (ARC) Application before any work begins. All applications are reviewed by the Architectural Review Committee (ARC) and are subject to approval by the Board of Directors.

To avoid delays in the review process, please ensure that your application is complete and includes all required supporting documentation. Incomplete applications or applications submitted without the required contractor licensing and insurance documentation will be denied until all necessary information has been provided.

Golf Carts in Evergreen:

The Board of Directors would like to remind all residents of the golf cart requirements outlined in the Evergreen Covenants, Conditions, and Restrictions.

Pursuant to Article VIII, Section 5, golf carts shall not be operated on the Association’s Common Areas by any unlicensed person or by anyone under the age of sixteen (16).

Additionally, Article I, Section 5 defines “Common Area” as all real property and improvements owned by the Association for the common use and enjoyment of the Owners. These areas include all property identified on the recorded plats as Common Area.

Residents are encouraged to ensure that anyone operating a golf cart within the Association’s Common Areas complies with these requirements. These rules are in place to promote the safety of our residents and to help protect the Association’s common property.

Golf Course Property & Easement Reminder

Please be reminded that the Crane Watch Golf Course and the open land adjacent to the course are private property. Any unauthorized entry or use of these areas without permission from the property owner constitutes trespassing and is prohibited.

Additionally, pursuant to the Evergreen Covenants and Restrictions, Article II, Section 2(F), a 40-foot Drainage, Safety, and Buffer Easement is expressly reserved along the rear of all lots adjoining the golf course fairways for the benefit and use of the golf course. This easement is intended to provide drainage, safety, and buffering between residential properties and the golf course.

Residents are encouraged to review the Association’s governing documents for the complete easement language and other community regulations.

If you observe suspicious activity, trespassing, vandalism, or damage occurring on the golf course or adjacent property, please contact the Martin County Sheriff’s Office Non-Emergency Line and notify Dennis Zasoski at dzasoski@nullcranewatchclub.com as soon as possible.

Walking and Cycling in Evergreen:

For everyone’s safety, please remember to walk against traffic and ride with while traveling throughout the Evergreen community.

Walking against allows pedestrians to face oncoming traffic, making it easier to see approaching vehicles and react if necessary. Cyclists, golf carts, and other wheeled traffic should, following the normal flow of traffic.

By following these simple guidelines, we can help create a safer environment for residents who are walking, jogging, bicycling, operating golf carts, or simply enjoying our beautiful community.

Stay alert and always be aware of their surroundings.
Walk against or ride with oncoming traffic whenever possible and obey all traffic rules.
Watch carefully for vehicles entering and leaving driveways.
Avoid distractions such as texting or looking at a cell phone while walking or riding.
If they need to use their phone, stop in a safe location—such as a neighbor’s driveway or another safe area—before doing so.
Please refrain from honking your horn or yelling at pedestrians, other drivers, parents, students, or security staff. If you have a concern regarding traffic flow, safety, or security procedures, please contact Daniel Fawks, Head of Security, or to the Board of Directors.
We respectfully ask that residents do not confront others directly, as our goal is to maintain a safe, courteous, and respectful environment for everyone in the community.

C-23 Canal Easement Reminder

The Board of Directors would like to remind all residents that the C-23 Canal easement is not owned, maintained, or governed by the Evergreen Property Owners Association. The easement is under the jurisdiction of the South Florida Water Management District (SFWMD). As a result, neither the Board of Directors nor Coastal Property Management has the authority to regulate its use or issue violations related to activities occurring on the easement.

SFWMD has advised that they have received a high volume of calls regarding activity along the canal easement. To help ensure concerns are directed to the appropriate agency, residents should report any unauthorized or unsafe activity—such as ATV or off-road vehicle use—to the Martin County Sheriff’s Office, which has the proper law enforcement jurisdiction. Residents are respectfully asked not to contact SFWMD directly regarding these incidents.

The C-23 Canal easement is intended for passive recreational use. Permitted activities include:

Walking
Bicycling
Riding e-bikes
Horseback riding

Please note that golf carts, ATVs, and other motorized recreational vehicles are prohibited on the C-23 Canal easement.
